 TSC To Discipline Alliance Girls Principal Following Unauthorized Ksh.120,000 Fee Structure

Education Cabinet Secretary Julius Ogamba has recommended that the Teachers’ Service Commission (TSC) institute disciplinary action against Alliance Girls High School Principal Margaret Njeru following the implementation of an unauthorized fee hike. 

An investigative assessment by the Ministry of Education has revealed that the principal presided over a staggering fee increase, moving the annual cost from the government-approved Ksh.53,558 to a massive Ksh.120,179. 

According to the CS, this unauthorized structure was imposed without his approval, making it a direct violation of Section 29(2)(b) of the Basic Education Act, 2013, and placing an undue financial burden on parents and guardians as first reported by Citizen Digital.

Questionable Spending and the Dubai Trip

The trouble deepened as the ministry’s Quality Assurance and Standards Directorate looked into the school’s budget, uncovering what the CS described as non-essential and unrealistic expenditure items. 

The report detailed a culture of excessive spending that seemed disconnected from the primary goal of affordable education. For instance, the school had allocated a massive Ksh.16 million for annual trips and Ksh.13 million for prize-giving and speeches.

Even more baffling to investigators was the allocation of Ksh.5 million for prize vouchers, sweets, and examiners, alongside Ksh.3 million for administrative airtime and allowances.

The most controversial finding, however, involved a planned five-day staff trip to Dubai. During a board meeting held on October 16, 2025, the Board of Management approved a budget of Ksh.25,000,000 for the excursion. 

Despite having a massive funding gap of Ksh.13,000,000 for this specific luxury, the school management was reportedly tasked with finding a way to bridge the deficit. This focus on high-end staff leisure at the expense of parental contributions formed the core of the Cabinet Secretary’s scathing assessment of the school’s leadership.

Dissolution of the Board and TSC Disciplinary Action

Failure to guide the school toward prudent financial management has not only landed the principal in trouble but also put the entire Board of Management on the chopping block. In a separate letter to the Regional Director of Education, Sabina Aroni, CS Ogamba recommended the immediate dissolution of the school board. 

The case has now been moved to the County Education Board and the TSC for further action. As the acting TSC CEO Evaleen Mitei receives the investigative report, the principal faces the very real prospect of severe disciplinary measures for facilitating the adoption of these illegal levies. 

This crackdown serves as a significant signal from the Ministry of Education that the era of arbitrary fee increases in national schools is under intense scrutiny. For now, the leadership at Alliance Girls remains under fire, with the government demanding accountability for every shilling demanded from parents.
